Arthur Seldon est né à Londres le 29 mai 1916 et il est mort à Godden Green, dans le Kent, le 11 octobre 2005. Il fut économiste et fondateur de l'Institute of Economic Affairs avec Ralph Harris.

Grâce à son opiniâtreté et à ses idées, Arthur Seldon a été l'avocat inestimable de 1960 à 1980 pour la liberté au Royaume Uni, y compris dans le camp du parti conservateur. Il était un temps, hélas inachevé, où le capitalisme était discrédité systématiquement dans les écoles, les universités et les médias. Les chefs d'entreprise n'ont jamais été des grands défenseurs du libre marché, à de rares exceptions, soit par manque de charisme, de leadership ou de temps, soit trop occupés à rechercher des faveurs de l'État sous forme de subventions ou de restriction de la concurrence. Comme le remarqua, Margaret Thatcher, Arthur Seldon a préparé le thatchérisme. En 1957, il écrit la première brochure de l'IEA, "Les retraites dans une société Libre" où il défend un système de capitalisation des retraites.
