Arthur Seldon est né à Londres le 29 mai 1916 et il est mort à Godden Green, dans le Kent, le 11 octobre 2005. En janvier 1957, sur l'initiative du membre de la noblesse royale, le libéral Lord Grantchester, Il rencontra Ralph Harris et devint le directeur adjoint de l'Institute of Economic Affairs.

Grâce à son opiniâtreté et à ses idées, Arthur Seldon a été de 1960 à 1980 l'avocat inestimable de la liberté au Royaume Uni, y compris dans le camp du parti conservateur. Il était un temps, hélas inachevé, où le capitalisme était discrédité systématiquement dans les écoles, les universités et les médias. Les chefs d'entreprise n'ont jamais été des grands défenseurs du libre marché, à de rares exceptions[1], soit par manque de charisme, de leadership ou de temps, soit trop occupés à rechercher des faveurs de l'État sous forme de subventions ou de restrictions de la concurrence. Comme le remarqua Margaret Thatcher, Arthur Seldon a préparé le thatchérisme. En 1957, il écrit la première brochure de l'IEA, "Les retraites dans une société libre" où il défend un système de capitalisation des retraites.
