Patrick James Gunning est un économiste de l'école autrichienne d'économie. Il est diplômé de l'université du Delaware en 1965 (B.A.) et du Virginia Polytechnic Institute en 1974 (Ph.D.). Après 17 années passées à l'étranger, il est retourné enseigner en 2006 aux USA. Il fut professeur à Penn State, à l'université américaine et à l'Université de l'Ohio aux USA. A l'étranger, il a enseigné dans les universités de Papouasie-Nouvelle-Guinée, de Taïwan, d'Oman, des Émirats arabes unis, du Kazakhstan et de la Corée du Sud. Ses spécialités comprennent l'analyse économique de la politique et du gouvernement, les finances publiques et l'histoire de la pensée économique. Il a enseigné les cours sur l'école autrichienne d'économie, le Public Choice, la prétendue défaillance du marché, le commerce international, les finances publiques, l'histoire de la pensée économique, les politiques publiques dans une démocratie, l'analyse économique du droit, l'économie de la criminalité et l'économie des droits de propriété.
