Herbert Alexander Simon est né le 15 juin 1916 à Milwaukee dans le Wisconsin. Il est mort le 9 février 2001 à Pittsburgh, en Pennsylvanie. Il a reçu le Prix Nobel d'économie en 1978. Herbert Simon est spécialiste de la psychologie cognitive et de la rationalité limitée (Bounded Rationality). Ses travaux ont remis en cause les théories de l'école néo-classique grâce à ses études sur la rationalité limitée qui ont facilité la compréhension du fonctionnement des organisations et des procédures de décision.

Biographie

Le père d'Herbert Simon, était ingénieur dans le domaine de l'électricité. Son oncle, Harold Merkel, étudia l'économie à l'Université du Wisconsin à Madison. Herbert Simon entre en 1933 à l'Université de Chicago où il étudie les sciences sociales et les mathématiques notamment sous l'égide d'Henry Schultz, un économètre spécialiste de l'économie mathématique. Il s'intéresse au domaine de la prise de décision dans les organisations et il soutient sa thèse en science politique en 1943 à l'Université de Chicago.

Herbert Simon et la rationalité limitée

Dans les années 1950, une approche inductive de l'économie se développe, dans laquelle des problèmes réels de prise de décision sont examinés afin de générer une théorie généralement applicable. Selon le point de vue d'Herbert Simon, le choix est un processus continu de résolution de problèmes au cours duquel les points de vue, les aspirations, les habitudes, les croyances et les besoins des consommateurs évoluent à travers un cycle de décision. Un champ en plein essor du comportement des consommateurs se développe selon cette base théorique. Herbert Simon soutient que toutes les décisions sont prises avec une rationalité limitée. L'esprit humain, dans le monde réel, a une capacité très faible pour formuler et pour résoudre des problèmes complexes, par rapport à la taille des problèmes dont la solution est nécessaire.

Par l'observation des faits, Herbert Simon différencie la « rationalité substantive » (subtantive rationality) et la rationalité procédurale, la première étant définie comme la rationalité parfaite. A la différence de la théorie néo-classique, Herbert Simon explique que l'être humain dispose d'une rationalité limitée. Herbert Simon étudie la procédure cognitive, par laquelle l'agent économique ne possède pas une information complète. Les économistes de l'école autrichienne confortent cette approche triviale, puisque le propre de l'homme est d'être en perpétuelle situation d'ignorance, c'est-à-dire en situation d'information incomplète, d'incertitude. Selon Herbert Simon, l'être humain ne peut pas faire une maximisation sous contrainte de ses choix économiques. Il trouve une solution optimale lorsqu'il arrête ses recherches d'information au moment où il trouve une solution satisfaisant ses besoins.

Dans l'approche des organisations, la rationalité procédurale permet de créer et d'utiliser des routines pour faire face à l'incertitude. Les décisions sont partagées entre les managers, avec une procédure de contrôle afin de limiter le risque d'erreur et de fluidifier les prises de décision des corrections. Dans son livre, "Administrative behavior - A study of decision making Processes in Administative organization (1947), Herbert Simon soutient que les décisions dans les entreprises sont le résultat d'un processus de négociation entre les dirigeants qui cherchent chacun à faire passer une décision satisfaisante pour leur domaine d'activité propre. Il s'oppose par conséquent à l'hypothèse de la théorie économique selon laquelle l'entreprise recherche la maximisation du profit sous contrainte.

L'apport de Herbert Simon plaide en faveur de l'intégration de toutes les sciences sociales et propose une alternative à l'homo œconomicus.
