Bernard H. Siegan (né le 28 Juillet 1924 à Chicago - décédé le 27 Mars 2006) était un professeur de droit à l'Université de San Diego School of Law et théoricien du droit libertarien. Il est allé à l'école du Marshall High School de Chicago, et il a servi dans l'armée durant la Seconde Guerre mondiale. A son retour, il a obtenu un diplôme en droit (J.D) de l'Université de Chicago Law School en 1949.

Bernard Siegan a pratiqué le droit à Chicago de 1949 jusqu'à 1973. En 1973, il devient professeur de droit à l'Université de San Diego School of Law, où il a enseigné pendant plus de trente ans, devenant professeur émérite de droit. Il a enseigné le droit constitutionnel et l'analyse économique du Droit, en accueillant des personnalités comme l'ancien juge en chef de la Cour suprême des États-Unis, Warren Burger, le juge de la Cour suprême, Antonin Scalia, l'ancien procureur général américain, Edwin Meese, et le prix Nobel d'économie, James M. Buchanan. Il a participé à de nombreuses conférences universitaires et professionnels. En 1983, par exemple, il donna un discours à l'École Thomas Jefferson, pour une conférence d'intellectuels organisée par l'économiste George Reisman, discutant de l'Objectivisme de Ayn Rand.

En tant que membre de la Commission du président Ronald Reagan sur le logement et, en tant que consultant pour le Département américain de la Justice, le Ministère du Logement et du développement urbain, il a travaillé sur le sujet du zoning. Dans son ouvrage en 1980, sur les libertés économiques, il porte un jugement sévère sur les effets de la réglementation dans les différents secteurs de l'économie.
