David E. Osterfeld, est né le 26 octobre 1949, et décédé le 26 septembre 1993, à Rensslaer, dans l'Etat d'Indiana. Il a suivi des études doctorales en science politique à l'université Cincinnati. Il était un économiste libéral américain, spécialiste de la croissance économique, du développement et de l'intervention de l'État. Il fut enseignant en science politique à l'université de Cincinnati après y avoir fait ses études. Puis, il fut professeur assistant au Saint Joseph’s College, à Rensselaer, dans l'Indiana.
