Geoffrey H. Brennan est né le 15 septembre 1944 en Australie. Il a obtenu son doctorat en 1976 à l'Université National Australienne avec une thèse ("Essays in the Theory of Public Goods and Income Distribution"). Ses centres d'intérêt portent sur la théorie des Finances Publiques, l'économie du bien-être, la théorie du public choice, l'économie constitutionnelle et la philosophie économique.
