Jane S. Shaw est chercheur au PERC depuis 1984, principalement sur les questions de l'environnement. Grâce à son passé de journaliste, Jane S. Shaw recherche constamment à rendre plus compréhensibles les idées libérales auprès du grand public, surtout lorsqu'elle parle des problèmes d'écologie.

Dans un article écrit en 1987 dans la revue The Freeman, Jane Shaw évoque les talents des entrepreneurs. Souvent, ils choisissent de s'installer dans des lieux peu prometteurs qu'aucune autre personne n'avait pensé auparavant. Ils prennent des matières premières brutes et essaient de les façonner, à la matière d'un maître artisan, en accord avec une idée qui brille dans leur esprit. Jane Shaw rappelle à notre mémoire l'essayiste George Gilder qui considérait les entrepreneurs comme des "donneurs". Ce sont des personnes qui donnent en premier et qui reçoivent des récompenses plus tard. Mais, ils ne sont récompensés que si les gens paient volontairement pour ce qu'on leur a offert. Il y a des risques dans cette aventure entrepreneuriale car rien ne prédit que les clients vont se précipiter vers l'activité de l'entrepreneur. Et souvent, il n'y a pas assez de personnes qui choisissent de payer et l'entreprise ne dure pas très longtemps. Une entreprise ne peut fonctionner sur le long terme que si elle réalise des bénéfices. Mais l'expérience de la vie suggère qu'une succession sans fin d'entreprises peut fonctionner sans profits, tant qu'il y a des entrepreneurs optimistes prêts à reprendre là où les désillusionnés se sont arrêtés.
