Frank Straus Meyer (1909-1972) fut un philosophe politique libertarien, co-rédacteur en chef et fondateur du magazine "National Review". Il est né dans une famille d'entrepreneurs à Newark, New Jersey. Il a fréquenté l'Université de Princeton durant une année mais il n'était pas satisfait de l'atmosphère d'antisémitisme et de snobisme y régnant. Il fut transféré au Balliol College à Oxford University. Il a ensuite étudié à la London School of Economics.

Frank S. Meyer a commencé par être un communiste actif très tôt dans sa vie avant de se "convertir" au conservatisme. En tant que conservateur et rédacteur en chef du magazine "National review", il fut un proche conseiller et confident de l'influent fondateur de la revue, William F. Buckley Jr.

Dans la fin des années 1960, il s'est engagé dans un débat avec la conservatrice Harry V. Jaffa sur le rôle d'Abraham Lincoln. Frank Meyer a fait valoir que les abus de Lincoln sur les libertés civiles et l'élargissement du pouvoir du gouvernement faisaient de lui un anathème pour les conservateurs, alors que pour Jaffa, Abraham Lincoln a défendu les libertés dans la continuité des Pères fondateurs.

Frank Meyer est surtout connu pour sa théorie du « fusionnisme », une philosophie politique qui unit des éléments libertariens et conservateurs. Murray Rothbard a soutenu, toutefois, que le fusionnisme de Frank Meyer était en fait un pivot de la théorie du droit naturel. La philosophie de Frank Meyer a été présentée dans deux livres, "Pour la défense de la liberté" et dans un recueil de ses essais, "L'affirmation conservatrice".
