Jacob G. Hornberger est le fondateur et président du think tank américain The Future of Freedom Foundation. Il est né et a vécu à Laredo, au Texas. Il est diplômé en économie (B.A. à Virginia Military Institute) et en droit (université du Texas). Il fut avocat durant 12 années au Texas, professseur adjoint à l'université de Dallas, où il enseigna le droit et l'économie. En 1987, Jacob Hornberger change de profession pour devenir directeur des programmes de la Foundation for Economic Education à Irvington-on-Hudson, New York, éditeur de la revue The Freeman. En 1989, il fonde The Future of Freedom Foundation.
