Jack Birner, né en 1951, a étudié les affaires commerciales et administratives internationales à Nijenrode-Breukelen, aux Pays-Bas (1971). Puis, il s'est orienté vers l'économie et la philosophie à l'université d'État du Michigan (BA en 1972). Il a commencé des études de philosophie à l'université d'Utrecht et des études d'économie, de logique et de philosophie des sciences à l'université Erasmus en 1982. Il a obtenu son doctorat d'économie à l'université d'Amsterdam en 1990.

Il a une très forte connaissance de l'école autrichienne d'économie, particulièrement de Friedrich Hayek et de Carl Menger. Il s'intéresse aux théories évolutionnistes et à l'apport de la psychologie en économie. En 2009, il a fait paraître un article qui retrace l'influence réciproque entre Karl Popper et Friedrich Hayek dans les domaines de la philosophie de l'esprit et dans la théorie de l'évolution, à partir de leurs ouvrages, articles et de leur correspondance. Jack Birner affirme que l'ouvrage de Friedrich Hayek, "The Sensory Order" L'ordre sensoriel contient une théorie physicaliste de l'esprit. C'est pourquoi, Karl Popper l'a critiqué pour l'absence d'explications des fonctions supérieures du langage. Friedrich Hayek a relevé le défi dans un dernier manuscrit en développant une théorie des règles de comportement et de l'évolution culturelle. Mais, nous présente Jack Birner, il a échoué de réfuter les arguments de Karl Popper. Cependant ce dernier a adopté l'idée de Hayek sur la sélection de groupe en la transformant en une théorie de la puissance sélective des niches écologiques. Cela est devenu un élément central de la théorie de l'évolution chez Karl Popper, basée sur sa théorie dualiste de l'esprit. Quelques différences subsiste entre les auteurs, nous avance Jack Birner, notamment sur l'importance de l'apport de David Hume chez Friedrich Hayek et de l'application de la théorie Hayékienne à la méthodologie de l'intelligence artificielle.
