Steve Pejovich est professeur d'économie à l'Université du Texas. Il a écrit de nombreux ouvrages et articles portant sur le domaine du droit de propriété et sur la théorie de la transition économique. D'origine Yougoslave, son prénom est Svetozar qu'il a américanisé en "Steve", il a fait ses études à Belgrade (LLB) et son doctorat à l'université de Georgetown (USA).

Steve Pejovich se pose la question des incitations institutionnelles adéquates pour la performance économique. Il "micro-analyse" les effets des incitations qui s"opèrent dans les institutions formelles et informelles et sur ​​la façon dont elles se mélangent pour produire des résultats préférés. Steve Pejovich accorde une attention particulière aux différents effets d'incitation qui proviennent de la common law et du droit civil.
