David Boaz, né en 1953, est le vice-président exécutif du think tank, le Cato Institute. Il est l'auteur de Libertarianism : A Primer, édité en 1997 et décrit par le Los Angeles Times comme "un manifeste de recherche très bien documenté sur les idées libertariennes,". Il est également responsable de direction du livre The Libertarian Reader, co-directeur du Cato Handbook for Congress (2003) et du Cato Handbook on Policy (2005). Il discute fréquemment de sujets sur le choix de l'éducation, la croissance de l'État et de la légalisation de la drogue.

Présentation

En 1993, en compagnie d'Edward Crane, il édite un ouvrage, intitulé "Market Liberalism: A Paradigm for the 21st Century", qui rassemble deux douzaines d'essais dont la vocation est de s'interroger sur les politiques publiques appropriées à l'approche du 21ème siècle. Il s'agit d'un projet de réforme qui se dresse comme une alternative au statu quo et aux appels à une ingérence encore plus grande de l'État dans nos activités personnelles et économiques. C'est un programme viable qui reconnaît que toute planification qu'elle soit centralisée ou adoucie par un interventionnisme, que ce soit pour l'éducation, les soins médicaux ou l'environnement, ne se soldera que par un échec.

Les auteurs observent autour d'eux le frémissement d'une révolution libérale comme un vent qui s'engouffre par toutes les portes des continents, de l'Europe de l'Est à l'Amérique latine en passant par l'Asie. Partout dans le monde, les individus ont compris que la pauvreté ne pouvait pas être secourue par le socialisme et que les centres-villes congestionnés et insécures peuvent redevenir vivables grâce à des solutions libérales. Ils constatent que les États vendent des entreprises d'État, réduisent les impôts, déréglementent les entreprises et font preuve d'un nouveau respect pour les droits de propriété et la liberté de choix.

Ce livre explique comment les entreprises à but lucratif révolutionneront l'éducation, comment la déréglementation des soins médicaux peut faire baisser les prix, comment l'État, particulièrement les USA, peut économiser plusieurs milliards de dollars par an en dépenses militaires. Il donne les raisons d'espérer dans une écologie qui repose sur les droits de propriété afin de préserver l'environnement. Il invite à une déréglementation drastique et au libre-échange international afin de développer la prospérité. Il provoque l'esprit critique en analysant la santé et la sécurité sous l'angle de la concurrence. Il invite l'Amérique à mettre fin à la prolifération nucléaire, ce qui a été établi dans la foulée de la sortie de cet ouvrage. Il permet de repartir sur des bases intellectuelles saines en finances publiques en concevant un équilibre budgétaire sans augmenter les impôts.
