Bruce Yandle est un économiste américain, spécialiste de l'environnement et inventeur du syndrôme “bootleggers and Baptists” (Les Trafiquants et les Baptistes). Souvent, un groupe d'intérêt spécial (les trafiquants d'alcool durant la période de la Prohibition) a le même objectif que le groupe qui est préoccupé par l'intérêt général (les Baptistes durant la prohibition). Les trafiquants bénéficient de la persuasion morale fournie par le groupe le plus respectable. Ensemble, ils arrivent à faire passer des lois qui, autrement, ne pourraient pas être votées.

Dans son essai écrit en 1998, "Coase, Pigou et les droits environnementaux", Bruce Yandle reprend une solution coasienne au problème de la pollution. Il oppose l'approche marchande sous un État de droit de Ronald Coase à la position interventionniste d'Arthur Pigou et il détaille pourquoi l'approche institutionnelle du premier est supérieure à l'analyse non institutionnelle du second. Si une usine pollue, qu'elle connait sa profitabilité peine et les droits de ses voisins, alors elle peut se permettre d'acheter le droit d'imposer une certaine pollution au propriétaire foncier. Ainsi, la spécification claire des droits permet aux marchés de fonctionner.
