Gabriel Roth est pionnier dans les travaux de recherche sur la théorie des biens collectifs fournis par le marché comme les routes, les parkings ou le transit. Il est chercheur à l'Independent Institute, et en compagnie de John Semmens, ils constituent à eux deux les plus grands experts du moment sur les questions de la gestion des routes et de la privatisation des transports.
Gabriel Roth a travaillé pendant 20 ans sur les cinq continents comme économiste spécialisé dans le transport à la Banque mondiale. Il a effectué aussi des recherches et des études au Département d'économie appliquée de l'Université de Cambridge, sur l'économie des parking. Il est également l'auteur d'études pour les gouvernements de la Nouvelle-Zélande et du Sri Lanka, de l'US Agency for International Development, de l'Inter-American Development Bank, pour l'Adam Smith Institute, pour le Centre international pour la croissance économique, et ainsi que d'autres organisations.
