Mark [Andrew] Skousen, né en 1947, est un économiste, conseiller financier et professeur d'université. Il est l'auteur de plus de 20 livres. En 2004, il a rejoint l'université de Columbia (Graduate School of Business) pour enseigner l'économie au Columbia's Barnard College. Entre 2001 et 2002, il fut le président de la Foundation for Economic Education[1] (FEE) à New York et entre 1986 et 2003, il enseigna l'économie, la finance et l'histoire au Rollins College à Winter Park, en Floride. Durant 25 ans, Mark Skousen fut le rédaceur en chef de la revue 'Forecasts & Strategies', lettre financière. il fut également un analyste économique pour la CIA et consultant à IBM.
Il a obtenu ses premiers diplômes d'économie à Brigham Young University et son doctorat en histoire économique et monétaire à l'université George Washington. Plutôt orienté vers la macro-économie, il est toutefois affilié à l'école autrichienne d'économie.
En 2005, Mark Skousen s'interroge pourquoi les disciples de l'école autrichienne et de l'école de Chicago sont en désaccord alors que les deux courants sont des « pieux croyants de la liberté du marché et de l'esprit d'entreprise ». L'auteur retrace la montée en force de ces deux écoles dans les mêmes circonstances dans des périodes différentes, c'est-à-dire au milieu de la crise de la théorie économique, période où le modèle classique d'Adam Smith faisait face aux défis sans précédent de la critique du capitalisme. Pour l'école autrichienne, leur puissance s'est manifestée à contrer la menace marxiste à la fin du XIXe siècle, alors que l'École de Chicago a contré les politiques social-démocrates keynésienne à la fin du XXe siècle.
Mais, de nombreux désaccords existent entre ces deux approches sur la plan méthodologique, sur la théorie monétaire, sur le cycle économique, sur la théorie du capital, sur le modèle macro-économique et sur l'extension du gouvernement dans un économie de marché.
