Ross B. Emmett, né en 1957 (citoyen américain et canadien), est professeur d'économie politique, de théorie politique et de démocratie constitutionnelle au James Madison College, à la Michigan State University, aux États-Unis. Il est le directeur du Centre d'études en économie politique Smith - Tocqueville.

Ross B. Emmett fut d'abord diplômé en histoire à la Old Dominion University, Norfolk, VA (B.A., cum laude, en 1978) puis de de l'université du South Carolina, Moore School of Business (IMBA, 1981) avec un stage long à Stuttgart en Allemagne. Il a obtenu son doctorat (Ph.D.) en économie, de l'université du Manitoba, à St. John’s College, dans l'Etat du Winnipeg, au Canada en 1991, avec une thèse qui portait sur le sujet : "'L'économiste en tant que philosophe' : Frank H. Knight et l'American Social Science pendant les années vingt et au début des années trente". Depuis sa thèse, il est devenu un spécialiste inconditionnel de l'apport de Frank Knight.

Avant de se rendre à la Michigan State University en 2003, Ross B. Emmett a enseigné l'économie au Canada, à la Trinity Western University, (1981-1984), à l'université du Manitoba (1985-1989), à l'université du Winnipeg (1988-89), à l'Augustana University College (1989-2003) et à l'université de l'Alberta (1998-2003).

Ross B. Emmett est reconnu pour son expertise en tant qu'historien de l'économie libérale classique. Son travail concerne l'économie politique constitutionnelle d'une société libre et l'étude de l'amélioration des vertus bourgeoises qui la soutiennent.
