Tom G. Palmer, né en 1956 à Bitburg (Allemagne), est un économiste qui s'est intéressé à la propriété intellectuelle et à l'herméneutique. Il est Senior Fellow au Cato Institute, au sein duquel il est directeur du Projet de la Société Civile (Project on Civil Society), à Washington, D.C.

Depuis le début des années 1970, Tom G. Palmer a mené sa vie professionnelle selon un seul credo : la liberté est bonne pour tous. Aux Etats-Unis, il est reconnu comme étant un commentateur incisif de l’actualité du pays et un auteur original en philosophie politique. Membre fondateur du mouvement anti-conscription américain, directeur de plusieurs campagnes politiques, il a récemment participé à la poursuite en justice « Parker contre le District de Columbia », une action en justice couronnée de succès destinée à autoriser les résidents de ce territoire à posséder une arme à feu opérationnelle à leur domicile.

Docteur en sciences politiques issu de l’université d’Oxford, Tom G. Palmer est chercheur associé au sein du Cato Institute, directeur de l’Université du Cato Institute, vice-président en charge des Programmes Internationaux de la Fondation Atlas pour la Recherche Economique et directeur général de l’Initiative Mondiale de la Fondation Atlas pour le Libre-Echange, la Paix et la Prospérité.

Professeur itinérant et infatigable, il a voyagé sans cesse pour porter un message de liberté sur tous les continents. A la fin des années 1980 et au début des années 1990, Tom G. Palmer travaillait à diffuser les idées libérales en Europe de l’Est pour le compte de l’Institut des Etudes Humaines. Il y organisait des séminaires, dirigeait la traduction d’ouvrages de références en économie et en droit - parmi lesquels des travaux de Ludwig von Mises, Friedrich A. Hayek et Milton Friedman - et introduisait clandestinement des livres, de l’argent, des photocopieuses et des fax de l’autre côté du Rideau de fer à partir de son bureau viennois. Il continue à faire un travail similaire dans d’autres régions du globe, diffusant les idées de liberté dans une douzaine de langues et participant aux activités de nombreux think-tanks indépendants, notamment au Moyen-Orient, dans le Caucase ainsi qu’en Asie Centrale et Orientale. Il enseigne aujourd’hui l’économie politique et le droit constitutionnel à l'Institute for Human Studies et l’Institut Européen des Etudes Economiques.
