Stephen C. Littlechild fut le premier directeur général de l'Offre d'électricité en Grande Bretagne au moment de la déréglementation. Il fut le directeur du Bureau de Régulation de l'électricité (OFFER) de 1989 à 1998. Auparavant, il était Professeur d'économie appliquée à l'université d'Aston (1973-1975), ensuite professeur de commerce et chef du service des Études économiques et industrielles à l'université de Birmingham (1975-1989). Il fut membre de la commission des monopoles et des concentrations économiques (1983-1989). Il est actuellement Professeur à l'Université de Birmingham et chercheur à la "Judge Business School", de l'Université de Cambridge.
Il est consultant international dans les domaines de la règlementation, de la concurrence et de la privatisation, spécialement dans les secteurs de l'électricité et des télécommunications.
Il a obtenu son diplôme de commerce à l'université de Birmingham (1964) et son doctorat en 1969 à l'université du Texas, Austin.
