Madsen Pirie est le président de l'Adam Smith Institute, un des principaux think tanks britanniques.

Il est diplômé des universités d'Edinbourg, de St Andrews et de Cambridge. Lors de ses études à St Andrews, il travaille avec Eamonn Butler and Stuart Butler. En 1973, ils partent tous trois aux États-Unis avec Edwin Feulner, qui fonde la même année l'Heritage Foundation. A leur retour, ils fondent en 1977 l'Adam Smith Institute, qui jouera un rôle important dans la montée du thatchérisme.
