Robert D. Tollison, né en 1942 à Spartanburg, en Caroline du Sud et mort le 24 octobre 2016, est un économiste de l'école du Public Choice, spécialiste de la théorie du rent seeking et des politiques anti-trust. Il a beaucoup travaillé sur le thème de l'industrie du tabac, principalement en remettant en cause les revendications des activistes qui prétendent que la mauvaise santé des fumeurs ou la mort prématurée de ceux-ci fait peser un lourd fardeau financier sur l'ensemble de la société. Il travaille étroitement avec le "Center for the Study of Public Choice", qu'il a transféré de l'Université de Clemson jusqu'à l'université Polytechnique de Virginie puis à l'université George Mason de Washington.

Il fut diplômé tout d'abord au Wofford College, puis il a obtenu son Ph.D. en 1969, à l'université de Virginie et un MA à l'université d'Alabama.

En 1984, il a collaboré avec d'autres économistes : Harold M. Hochman, Thomas E. Borcherding, Fred S. McChesney et Dolores T. Martin, pour lancer un nouveau think tank, le "Committee on Taxation and Economic Growth".
