Per L. Bylund est un écrivain et penseur anarcho-capitaliste suédois. Il est professeur au Département de gestion et d'entrepreneuriat à l'Université Baylor et au Centre John F. Baugh pour l'entrepreneuriat et la libre entreprise. Il est également chercheur associé de l'Institut Ratio, en Suède, et chercheur au Centre McQuinn pour le leadership entrepreneurial à l'Université du Missouri. Per Bylund a également travaillé comme consultant d'entreprises en Suède, tout en préparant ses études de doctorat.

Il est également, avec Per Ericson et Thord Swedenhammar, le créateur du portail Anarchism.net (créé en 1998) et l'inventeur du symbole Libertatis Æquilibritas (terme signifiant en latin "Équilibre de la Liberté").
