Terry L. Anderson est le directeur du PERC (Centre de Recherche de la Propriété et de l'environnement). Il fut enseignant dans l'université d'État du Montana, à la Hoover Institution et Professeur adjoint au Stanford Graduate School of Business.
Terry L. Anderson critique les économistes du courant dominant (néo-classiques) qui s'attachent trop à la notion d'équilibre économique en échouant à découvrir le “bliss point” (Point du Bonheur) dans un monde de connaissance imparfaite. Il montre comment le marché peut être utilisé afin d'articuler les préférences et laisser la place au changement de ces préférences. Le marché peut être à la fois économiquement sain et écologiquement sensible. Trop souvent, les subventions de l'État dégradent l'environnement tandis que les droits de propriété privée encouragent à mieux maîtriser les ressources et poussent les initiatives individuelles à protéger la qualité de l'environnement.
