James A. Dorn est un économiste américain, professeur d'économie à l'Université d’État de Towson (Maryland) et chercheur à l'Institut d'études humaines de l'Université George Mason. Ses domaines de recherche portent sur le commerce et les Droits de l'homme, sur les réformes économiques en Chine et sur l'économie monétaire. Il a obtenu son Master et son doctorat en économie à l'Université de Virginie.

De 1984 à 1990, il a travaillé à la Maison Blanche. Il a enseigné en Estonie, en Allemagne, à Hong Kong, en Russie, et en Suisse. Il a enseigné à l'Université d'Europe centrale à Prague et à l'Université Fudan de Shanghai.

James A. Dorn est vice-président pour les affaires académiques du Cato Institute, rédacteur en chef du Cato Journal et directeur du projet Cato sur la société civile. Il dirige également la conférence monétaire annuelle du Cato Institute.
