Sheldon Richman a été l'un des rédacteurs en chef de la revue The Freeman, éditée par la Foundation for Economic Education à Irvington, dans l'État de New York. Il est également chercheur senior au think tank Future of Freedom Foundation. C'est un ancien journaliste et ancien chercheur au Cato Institute, il est diplômé de l'université de Temple à Philadelphie. Il travaille régulièrement avec Jacob G. Hornberger et Richard M. Ebeling. Il est également l'auteur de plusieurs livres dont Separating School & State(1994) où il analyse les échecs de l'école publique et de l'enseignement obligatoire aux états-unis, Your Money or Your Life : Why We Must Abolish the Income Tax (1999) et encore Tethered Citizens: Time to Repeal the Welfare State (2001).

- Le pouvoir de taxation coercitif de l’administration génère nécessairement deux classes : ceux qui créent et ceux qui consomment la richesse expropriée et transférée par ce pouvoir. Ceux qui créent de la richesse souhaitent naturellement la conserver et la consacrer à leurs propres fins. Ceux qui veulent exproprier cherchent des moyens toujours plus subtils d’acquérir de la richesse sans susciter de résistance. Un de ces moyens consiste à propager une idéologie élaborée de l’étatisme qui enseigne que les gens sont l’Etat et que par conséquent ils ne font que se payer eux-mêmes lorsqu’ils paient des impôts. Les agents de l’Etat et les intellectuels de cour, dans les universités et les médias vont sur tous les tons raconter cette fable aux gens. Hélas, la plupart finissent par y croire.
