Scott H. Gordon fut diplômé en économie de l'université de Columbia et de l'université McGill. En 1966, il arriva à l'université d'Indiana en tant que professeur d'économie. En 1983, il devient également Professeur d'histoire et de philosophie des sciences.En 1970, Scott H. Gordon, est affecté à la faculté du Queen's University (Kingston, Ontario) afin d'enseigner durant un cours d'été pour les étudiants diplômés en histoire de théorie économique. Il continua son travail jusqu'en 1996.
Les recherches initiales de Scott H. Gordon se portent sur la théorie et la politique monétaires ainsi que sur l'économie des ressources naturelles. Dans ce dernier domaine, un article paru en 1954, sur la théorie économique de la propriété des ressources communes, avec l'eemple de l'industrie de la pêche en mer a été un pilier de la recherche puisque sa publication a été reprise et citée maintes fois.
